The Birth of BLUEROCK Health Outreach: A Story of Compassion and Community
In 2024, BLUEROCK Health Outreach opened its doors, marking the culmination of a lifelong dream for founder Jennie L. Spencer, DNP, APRN, FNP-C. Inspired by her own journey growing up on a dirt road in Lake Placid, FL, Jennie envisioned a healthcare practice that wasn’t just a clinic but a cornerstone of wellness for Highlands County. The name “BLUEROCK” reflects Jennie’s vision of loyalty, strength, and compassion—qualities she saw in her family, her mentors, and the community she grew up in. It was a name meant to evoke trust and stability, much like the blue stones that anchor the foundation of a home.
The idea for BLUEROCK Health Outreach was born from Jennie’s childhood memories. As a young girl with asthma, she often walked long distances with her mother to the health department for treatment. Those experiences left a deep impression on her—a determination to one day create a healthcare resource that was accessible, compassionate, and within reach for everyone, no matter their circumstances. BLUEROCK quickly became more than a healthcare provider; it became a trusted partner in the community. For Jennie, this was not just about offering medical services but creating a neighborhood reality where every individual could thrive.
Through hard work, community support, and the steadfast encouragement of her husband, Stuart, BLUEROCK Health Outreach has laid its foundation in compassion, strength, and the belief that everyone deserves access to quality healthcare. It’s more than a clinic—it’s a legacy in the making.

Jennie L. Spencer DNP, APRN, FNP-C
In the heart of Highlands County, where orange groves stretch for miles, and the pace of life is unhurried, Jennie L. Spencer has become a beacon of hope and wellness. Her story is one of resilience, passion, and an unwavering commitment to transforming healthcare into a compassionate neighborhood.
Humble Beginnings
Jennie grew up on a dirt road named Smoaks Rd in Lake Placid, FL. Her father worked tirelessly as a fruit picker, and her mother served as a housekeeper for the Smoaks family. Jennie vividly remembers the Smoaks’ home and the picture of Anne Smoaks in the foyer—a nurse in a crisp white uniform and cap. That image, coupled with her own struggles with asthma and the long walks to the health department with her mother, left an indelible mark on young Jennie. These early experiences planted the seeds of a dream: to make healthcare accessible and compassionate for every individual, especially those who might otherwise feel forgotten.
A Journey of Dedication and Excellence
Jennie’s path to success was anything but straightforward. After high school, she began her healthcare career as a Certified Nurse Assistant (CNA) in Lake Placid. Her passion for healing propelled her forward, and she earned her Associate of Arts in 2005 and her Associate of Science in Nursing in 2007 from South Florida State College. Determined to make a greater impact, Jennie pursued her Bachelor of Science in Nursing (BSN) in 2018 and excelled as a Charge Nurse at Advent Health in Sebring, where her leadership and commitment to quality care set her apart. Even amidst personal challenges—the heartbreaking loss of a granddaughter and the passing of her beloved mother—Jennie remained steadfast in her pursuit of education and service. In 2021, she achieved her Master of Science in Nursing (MSN) from South University in Savannah, GA, and most recently completed her Doctor of Nursing Practice (DNP), graduating with high honors. Jennie’s accomplishments are a testament to her resilience and her lifelong commitment to learning.

Through BLUEROCK Health Outreach, Jennie aims to integrate family medicine with innovative, community-focused solutions. Her work reflects her belief that healthcare should be a cornerstone of wellness, not a distant or intimidating resource.

Jennie’s achievements extend beyond her academic and professional accolades. She is an active member of the American Association of Nurse Practitioners, the Florida Association of Nurse Practitioners, the American College of Rheumatology, and the Rheumatology Nurse Society. Over 30 years of dedicated service in Sebring has cemented her reputation as a compassionate caregiver and leader. Her journey is bolstered by the unwavering support of her husband, Stuart, who has been her protector, cheerleader, and steadfast partner throughout her career.
